The India Offies state that Bhagwan Singh arrived

reomtly at Japan. British Ambassador is trying to arrange for his

deportation to Hongkong. If he is successfulyou should detain the

person named above on arrival and arrange direst with the Govern

-ment of India for his deportation to India.

I refer to your confidential despatch of 24th.
